Story This campaign was designed to provide the public a way to report vehicles that break the law with excessive diesel smoke emissions. "Smoke belchers" in local parlance. The response mechanism was using text messaging over mobile phones. And has resulted.
Philosophy The campaign is designed to both heighten awareness of the issue of air pollution and provide a mechanism by which people can stop it.
Problem Manila is one of the most polluted cities in the world. One of the main sources of pollution are the antiquated and ill-maintained buses that are the mainstay of the public transport system. However most people feel powerless to stop the pollution.
